Contract Award for ‘Bexhill to Hastings Link Road Landscape Maintenance and Aftercare’

Purpose:
The Bexhill to Hastings Link Road links the
outskirts of Hastings and Bexhill and was completed and opened to
the public in 2015.
The principal contractor for the construction, Hochtief Taylor
Woodrow Joint Venture (HTWJV) tendered for the Maintenance
commitments for the first five years post the road opening, to then
handover to East Sussex County Council (ESCC) for the remaining
two. Due to unforeseen circumstances HTWJV are no longer going to
be fulfilling the aftercare requirement and therefore ESCC must
procure a contractor to meet these obligations for the remaining
five years.
This project received twenty expressions of interest and two
responses.
Decision:
It was decided that this tender should be
awarded to Barcombe Landscapes Ltd. using an open tender process
(Option 1) as they received the highest score on price during the
tender evaluation.
Alternative options considered:
Option 2: East Sussex Highways Contract: This
option was explored as this is within the remit of the current
Highways contract and its use would have removed the need for a new
tendering activity. Unfortunately CH2M the Highways contractor have
decided not to quote for this work.
Option 3: ESPO Framework Mini competition: ESPO has a framework for
grounds Maintenance but there are no local East Sussex Suppliers on
the framework so we would be unlikely to get a good Social Value
commitment form any of the suppliers. The Scope of the Framework is
also missing some of the tree management aspects of the
specification. The rates are based on the current suppliers as they
were competitively tendered we would expect to get a similar
value.
