Purpose:

East Sussex County Council (‘the Council’) has a requirement to increase the number of school places at certain schools throughout East Sussex. The demand for school places in East Sussex is driven by housing growth, inward migration and increases in births. Due to a shortage of primary school places in the Polegate area of East Sussex, delivery of the 1FE expansion is needed in 2018 to reduce the requirement for temporary classrooms. The expansion will increase the number of places and opportunities for children’s learning within the community.

Decision:

It was decided that this tender should be directly awarded to Wernick Modular Buildings Ltd using the Fusion21 Education and Modular Buildings Framework Lot 3 (Option 1)

Alternative options considered:

Option 2: Southern Modular Framework
This multi-supplier framework (Lot 3) would allow for a mini competition to be run determining the most economically advantageous supplier. This would likely yield a similar result to the single supplier framework rates (Fusion21) as the supplier was evaluated and awarded from 12 other suppliers who submitted bids. This option would also potentially delay the project as it would take a minimum of around 6 weeks to get a supplier in place.

Option 3: Orbis Construction Framework

This multi-supplier framework (Lot 2) would allow for a mini competition which would likely yield a similar result to the single supplier framework rates (Fusion21) as the supplier. There may however also be further costs resulting from preliminary engagements as these suppliers are not specialist MMC contractors. These contractors would likely consider the more expensive and increased construction times of traditional construction methods. This option would also potentially delay the project as it would take a minimum of around 6 weeks to get a supplier in place.
