Purpose:
Transforming Care is the national programme to
reduce dependence on specialist inpatient beds for people with a
learning disability and/or autism with behaviour that challenges.
East Sussex County Council (ESCC) is part of the Sussex
Transforming Care Partnership (TCP) along with all local
authorities and Clinical Commissioning Groups (CCGs) in
Sussex.
The proposal is to develop a site in South Chailey that will soon
be vacated, to provide supported living services, in self-contained
flats, for six people who have a learning disability and complex
challenging behaviours plus a four bed respite service for people
from the same cohort.
4 out of 6 contractors on lot 2 of the framework submitted
expressions of interest and all 4 submitted bids for the
contract.
Sunninghill Construction Co received the best overall score in the
tender evaluation and was ultimately awarded the contract.
Decision:
It was decided that this contract should be
awarded to Sunninghill Construction Co via the Orbis Construction
Framework (Option one) as theirs was the most economically
advantageous tender.
Alternative options considered:
Option 2: Restricted tender
This option will greatly extend the timeframe of getting a supplier
in place, around 4-6 months. It will not meet the previously stated
objectives of working with a core set of contractors aligned to
Orbis and ESCC objectives around supply chain management,
partnership working and social and added value.
Option 3: Do nothing
The project will not go ahead and ESCC will not be able to meet its
targets by March 2019.
