Minutes:

24.1     Jane Humberstone (representative of the petitioners) addressed the County Council prior to the debate. The Council agreed to vary procedure to enable all councillors who wished to speak to do so.

24.2     The following motion was moved by Councillor Standley and seconded:

The Council notes the petition and welcomes the steps taken by the Council to explore a realistic, sustainable future strategy for the East Sussex Music Instrumental Service in line with the Lead Member decision on 30 April 2018.

24.3     The following amendment was moved by Councillor Shuttleworth and seconded:

 

The (insert) [County] Council (delete) [notes the petition and welcomes the steps taken by the Council to explore a realistic, sustainable future strategy for the East Sussex Music Instrumental Service in line with the Lead Member decision on 30 April 2018.] (insert) [requests the Cabinet to withdraw the proposed cuts to the East Sussex Music Service and undertake serious discussions with music managers and potential partners to find a way to continue the Service in its current form, ensuring that the current fee remissions will apply].

 

24.4     The following amendment was moved by Councillor O’Keeffe and seconded:

 

(insert) [This] (delete) The Council (delete) [notes the petition and welcomes the steps taken by the Council to explore a realistic, sustainable future strategy for the East Sussex Music Instrumental Service in line with the Lead Member decision on 30 April 2018.] (insert) [takes full account of the enormous public support shown for the Music Service, including the maintaining of the instrumental service, and commends to the Lead Member alternative plans which suggest a way of preserving this service as being a viable way forward.]

 

24.5     With the agreement of the Council, Councillor Shuttleworth amended the wording of his amendment to read:

 

The County Council requests that the Cabinet withdraw the proposed cuts to the East Sussex Music Service, in recognition of the enormous public support, and undertake serious discussions with music managers and other potential partners to find a way to continue the Service including looking at all alternative plans but ensuring that the current fee remissions will apply .

 

25.6     With the consent of the seconder,, Councillor O’Keeffe withdrew her amendment.

24.7     A recorded vote on Councillor Shuttleworth’s amendment was requested and taken. The Amendment was LOST, the votes being cast as follows
