22/10/2021 - The East Sussex (A272 Pound Green / The Toll / Curtains Hill / Main Road, Buxted / Hadlow Down)(Temporary Prohibition of Traffic) Order 2021 ref: 1556    Recommendations Approved

To allow East Sussex Highways to carry out carriageway repair works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A272 Main Road - Summer Hill – A267 Heathfield Road – B2239 Mayfield Flat – B2102 Lewes Road – B2192 Lewes Road – A22 Eastbourne Road - Uckfield Bypass – A272 Budletts Lane - Buxted Road - High Street and vice versa.

The Order commences 22 October 2021 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 20:00hrs to 05:00hrs on 22 and 23 October 2021 depending upon the weather conditions.

01/10/2021 - Grant of 25 year lease term to Project Art Works for The Arches (Linton Road), 1-3 Braybrooke Terrace, Hastings TN34 1TD ref: 1553    Recommendations Approved

To consider extending the term of the existing lease of The Arches, 1-3 Braybrooke Terrace, Hastings in order to enable the tenant to secure funding for major repairs and alteration works.

37.2     The Lead Member RESOLVED to (1) agree to the proposed lease extension and terms in respect of the letting of The Arches 1-3, Braybrooke Terrace, Hastings, contained in the exempt report at a later agenda item; and

 

(2) delegate authority to the Chief Operating Officer to approve the final lease negotiations and take any other actions considered appropriate to give effect to Recommendation (1) and to secure best value in accordance with the Local Government Act 1999.

 

Reasons

 

37.3     To meet future grant funding, it has been identified that some funding providers are asking for a minimum of a 20 year term to secure against, and similar funding programmes are expected to be released over the next two years. The existing lease has less than 10 years remaining and therefore a 25 year will allow Project Art Works (PAW) to be able to qualify for funding over the medium term.  If the longer lease term is not secured, the risk is that significant funding will be not be achieved.

36.2     The Lead Member RESOLVED to approve the award of the flexible programme support services contract to the preferred supplier. 

 

Reasons

 

36.3     The procurement will meet the objective of putting in place a modern Enterprise Resource Planning (ERP) system required to meet the current and future needs of East Sussex County Council.  The provision of these support services provides significant flexibility and risk mitigation to the delivery of the MBOS programme.  The costs of the planned service provision are within the programme budget submitted at the time of the approval of the Software as a Service and implementation contracts.

01/10/2021 - Local Council Tax Reduction Scheme: Consultation responses ref: 1551    Recommendations Approved

The report will ask the Lead Member to approve the response to the consultation by Lewes District Council and Rother District Council on changes to their Council Tax Reduction Scheme, which will see a move to 100% discount under certain circumstances.

35.2     The Lead Member RESOLVED to approve the responses to the consultation by local billing authorities on proposed changes to their Local Council Tax Reduction Schemes for 2022/23. 

 

Reasons

 

35.3     Lewes and Rother District Councils are consulting on changes to their Local Council Tax Reduction Schemes (LCTRS) for 2022/23.  Whilst the proposals address particular concerns within each authority, the impact of the reduction in income will be felt for County Council services that support the needs of residents across the whole of East Sussex. The responses to the consultations reflect the negative impacts and recommends not supporting the proposed amendments to the LCTRS.

NOTICE is hereby given that East Sussex County Council have made the above Order under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and of all other enabling powers, coming into operation 11 October 2021, which introduces new disabled parking spaces, makes existing advisory bays enforceable and amends any associated restrictions in the following lengths of road:

The previously advertised proposal insofar as it relates to the Disabled Persons Parking Place in West Parade has been withdrawn as it is no longer required.
