20.1     The Lead Member considered a report by the Director of Communities, Economy and Transport.

 

DECISIONS

 

20.2     The Lead Member RESOLVED to (1) approve the granting of a full repairing and insuring lease to Ore Community Library Group (OCLG) on a peppercorn rent for a three year period, in order to operate a Community Library in the former Ore Library building; and

 

(2) delegate authority to the Chief Operating Officer in consultation with the Director of Communities, Economy and Transport to agree the terms of the lease.

 

Reasons

 

20.3     Granting a three year peppercorn lease to OCLG to operate a Community Library in the former Ore Library building would represent a potential loss of rental income to the County Council of £18,000 over the three year period.  Granting the lease instead of an immediate sale of the site would also defer a capital receipt of around £130,000.  However, the option would remain for the County Council at the end of the lease period to sell the freehold or to consider an alternative use of the site, including a community asset transfer. It is recommended that both parties fully recognise that beyond three years alternate building provision may be required for the Community Library, with the County Council having no obligation to provide or fund the same and to be able to deal with its asset without compromise or call on funds.

 

20.4     The Ore Community Library proposal would provide social value to the community in Ore and is judged by the evaluation panel to be viable.  Granting a short-term peppercorn lease is in line with the Cabinet decision of 6 March 2018.

18/10/2019 - The East Sussex (U3105 Grosvenor Gardens / U3105 Seaside Passage / U3105 Seaside Way / U3101 Bulverhythe Road, St Leonards)(Temporary Prohibition of Traffic) Order 2019 ref: 1093    Recommendations Approved

To allow Southern Water to carry out mains renewals, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following lengths of road;

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible.

The Order commences 21 October 2019 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, each closure is anticipated to be in place for 3 weeks between 21 October and 15 March 2020 depending upon the weather conditions.

To allow East Sussex Highways to carry out carriageway repairs, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following lengths of road;

To allow Network Rail to carry out civil engineering works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

18/10/2019 - The East Sussex (Hastings Borough)( Traffic Regulation) Order (Permitted Use by Taxis, Motorcycles & Pedal Cycles in the Bus Lanes in A259 Bexhill Road) 2019 ref: 1090    Recommendations Approved

Notice is hereby give that East Sussex County Council have made an Order coming into operation on 14 October 2019 under Sections 1(1), 2(1) to (3) and 4(2) of the Road Traffic Regulation Act 1984, as amended, and of all other enabling powers, which introduces the following:-

The reason in allowing taxis, motorcycles and pedal cycles in the Bus Lanes is to secure the expeditious, convenient and safe movement of traffic. A copy of the Order, plans showing the lengths of road and a statement of the Council’s reasons for making the permanent Order, may be examined in Reception, East Sussex County Council, St Anne’s Crescent, County Hall, Lewes on Monday to Friday between 9am and 4pm; at Hastings Library, Brassey Institute, 13 Claremont, Hastings TN34 1HE on Monday, Tuesday, Friday, Saturday 10am-5pm, Wednesday 10am-1pm and Thursday 10am-6pm; or online at www.eastsussexhighways.com/bexhill-road

Any person wishing to question the validity of the Order or of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act of 1984, or on the grounds that any requirement of the Road Traffic Act or of any instrument made under it has not been complied with in relation to the Order may, within six weeks of the date the Order is made, apply to the High Court for this purpose.
