On Sunday 19 June 2022, to enable the British
Heart Foundation to hold the London to Brighton Bike Ride, East
Sussex County Council have made an Order under Sections 16 A to C
of the Road Traffic Regulation Act 1984, as amended, which will
temporarily bring into force the following restrictions:-

Eastbound traffic travelling north on the B2112 will be diverted
via Keymer Road & then north on the A273 Brighton Road.
Westbound traffic travelling north on the B2112 will be diverted
via Folders Lane, south on Keymer Road - Ockley Lane - Keymer Road
West to the A273, then north on the A273 to the A272.
Vehicles travelling north on Streat Lane will be diverted via St
Helena Lane - South Road - North Common Road - Beggars Wood Road
& the A272.
Vehicles travelling north on Plumpton Lane/Station Road will be
diverted via South Road & then onto North Common Road.
Temporary Prohibition of Waiting
B2116 Lewes Road, Ditchling – south side - from the
termination point of the No Waiting “At Any Time”
restrictions at the eastern boundary of No.2 Lewes Road, eastwards
to a point outside of Hob Cottage opposite the entrance to The Bull
car park, a distance of 19 metres. This is required to maintain a
free flow of traffic for cyclists and motor vehicles.
Pedestrian access will be maintained at all times. Access by
emergency vehicles will not be affected.

To allow East Sussex Highways to carry out

14.2 The Lead Member RESOLVED to approve a 12 month lease extension from 18 July 2022 to Wealden District Council (WDC) in respect of community leisure facilities at Uckfield Community College, Uckfield.
REASONS
14.3 A 12 month property agreement will allow Wealden District Council to continue to provide community leisure facilities at Uckfield Community College. The current lease dates from 1992 and involves financial contribution from East Sussex County Council, Uckfield Community College and Wealden District Council. Wealden District Council have a leisure provider, Freedom Leisure and they are agreeing commercial terms direct with them for a 12 month contract extension.

DECISIONS
13.2 The Lead Member RESOLVED to:
1) Approve the proposal to hold a public consultation regarding the future of community use of the leisure facilities at Heathfield Community College;
2) Approve an extension of the current property agreement to Wealden District Council; and
3) Authorise the Chief Operating Officer to agree a further extension should it prove necessary.
REASONS
13.3 The purpose of the consultation is for East Sussex County Council to understand views on the current community leisure facilities at Heathfield College, and to enable East Sussex County Council to encourage ideas and suggestions on proposals to run the leisure facilities on a financially sustainable model.
13.4 A short term property agreement extension for 3 months from 18 July 2022 will enable continuation of service delivery whilst a six week consultation takes place. A further lease extension could possibly be agreed in September if necessary.

14/06/2022 - Partnerships for People and Place project: Improving energy efficiency and fuel poverty in the Private Rental Sector (PRS) in Hastings ref: 1677 Recommendations Approved
The Lead Member for Resources and Climate Change is recommended to approve a grant between East Sussex County Council and Citizens Advice 1066 for delivery of stage one of the East Sussex County Partnerships for People and Place project, which aims to improve energy efficiency and fuel poverty in the private rented sector in three Hastings wards.
Stage one of the project will involve engaging with tenants and landlords to better understand the current barriers to investment in energy efficiency.

2) Delegate authority to the Assistant Chief Executive in consultation with the Chief Finance Officer to agree the amount of the grant, the terms of the agreement and whether to extend the agreement to include stages two, three and four of the programme and the level of grant awarded to CA1066 for those stages.

11.1 The Lead Member considered a report by the Director of Communities, Economy and Transport.
11.2 Mr Ian Holton, the Lead Petitioner for the petition calling on the County Council to consider road safety at Eridge Green, spoke to highlight safety concerns relating to speed of vehicles, pedestrian crossing safety, overhanging vegetation, the existing vehicle activated sign and road safety in the whole of the Eridge Green area.
DECISIONS
11.3 The Lead Member RESOLVED to:
(1) Advise the petitioners that a pedestrian crossing on the A26 at Eridge Green is not a priority for East Sussex County Council at the present time;
(2) A reduction of the existing 40mph speed limit on the A26 at Eridge Green is not a priority for East Sussex County Council at the present time;
(3) The implementation of traffic calming on an ‘A’ class road would not be supported by emergency services as this would affect their response times;
(4) Improvements to the junction of Sham Farm Road is not a priority for East Sussex County Council at the present time;
(5) Although not a priority for East Sussex County Council, a request for measures could be put forward via the Parish Council requesting a Feasibility Study and using the Community Match Initiative;
(6) The implementation of Pedestrian warning signs will be assessed against national criteria and guidance; and
(7) East Sussex Highways have been asked to assess the condition of the road markings in the area and make improvements where appropriate.
REASONS
11.4 A lower speed limit and pedestrian crossing on the A26 Eridge Green does not meet the County Council’s criteria and, therefore, due to limited resources this site would not be a priority to consider above those currently identified for investigation.
11.5 Traffic calming measures has not been identified as a priority for the County Council at the present time and that the measures available for use on a busy A class road are very limited owing to the likelihood of formal objections from statutory consultees to such proposals.
11.6 Due to the crash record at the junction of Sham Farm Road/A26, this site would not be a priority to consider above those currently identified for investigation.
11.7 Rotherfield Parish Council can be approached to support a Feasibility Study into whether any measures could be considered for part funding through the Community Match initiative.

12.2 The Lead Member RESOLVED to recommend that the County Council approve an amended motion as set out below:
(1) The Environment Agency to swiftly complete a full and transparent investigation into the 5th February Eastbourne discharge, and sewage discharges across East Sussex.
(2) Recommendations from investigations be published with clear action plans agreed with the regulators where appropriate.
(3) Southern Water to take responsibility for sewage discharges in East Sussex and apologise to residents, businesses and visitors where appropriate to do so and offer a full explanation.
(4) The regulators to consider stronger penalties or mechanisms to reduce incidents of unauthorised discharges of sewage.

12.3 The Council recognises the importance of this issue and the impact that it has on East Sussex residents, businesses, visitors and the environment.
