To consider proposals to publish statutory notices in respect of a proposal to lower the age range at Wivelsfield Community Primary School to enable the governing body to provide early years provision on the school site.

1.1  The Lead Member considered a report by the Director of Children’s Services regarding statutory notice in respect of a proposal to lower the age range at Wivelsfield Primary School by two years to enable the governing body to provide early years provision on the school site

 

1.2  The Lead Member RESOLVED to:

1)    authorise the publication of a statutory notice in respect of a proposal to lower the age range at Wivelsfield Primary School from 4-11 to 2-11. The proposal to take effect from 1 January 2023; and

 

2)    delegate authority to the Director of Children’s Services to amend the proposal prior to its publication if required.

5.3 The proposal to lower the age range at Wivelsfield Primary school would meet the need to provide sufficient early years places in the village and help to build on work already done by the school, ensuring a fully integrated Early Years Foundation Stage to help secure good outcomes for all children.

Decision:

2.1  The Lead Member considered a report by the Director of Adult Social Care to provide further grant funding to three Voluntary Action Groups (“VAs”) to enable them to support Ukrainian refugees to integrate into communities and connect with fellow refugees.

 

2.2   The Lead Member RESOLVED to

 

1)    agree to a grant payment being made that enables each of the 3 VAs to plan and implement essential refugee support functions for a period of 12-months;

 

2)    agree that the proposed funding to be provided is £490,000 to be distributed across three VAs which between them cover the whole East Sussex area; and

 

3)    delegate authority to the Director of Adult Social Care to take all steps necessary to implement the scheme.

 

Reasons

 

3.3 The VAs can provide a range of support and integration functions to enable Ukrainian refugees to settle into communities across East Sussex. The VAs are prepared to conduct this activity provided appropriate resources and funding is available.

3.4  ESCC has provided some initial funding through a £10,000 grant to provide immediate support. This funding was not sufficient to cover the costs associated with activity resulting from the Homes for Ukraine scheme and therefore does not support the sustainability of the functions within this report nor does it support the longer-term planning of activities set out above.

3.5  The grant payment will enable each VA to plan and implement the essential support functions for a period of 12-months. The VAs will work in collaboration with ESCC officers to agree the criteria, monitoring and evaluation processes for the creation and administration of a support fund.

3.6  The funding will enable these VAs to provide the necessary resources to implement the targeted support and activities that have been identified and will enable them to distribute small grants to local community groups, charities and other organisations who are supporting Ukrainian refugees.

To allow SGN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following lengths of road;

The Order commences 30 May 2022 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 30 May & 11 July 2022 depending upon the weather conditions.

5.1       The Lead Member considered a report by the Chief Operating Officer, together with exempt information contained in a later agenda item.

 

DECISIONS

 

5.2       The Lead Member RESOLVED to:

1) Delegate authority to the Chief Operating Officer to agree the terms of the lease for new premises in Alder Close, Eastbourne and to enter into the lease and such agreements, licences and other documents as may be necessary to secure the lease of the Alder Close premises;

 

2) In the event of the Alder Close lease not completing within the expected timelines, delegate authority to the Chief Operating Officer to proceed with another option where lease terms are very similar to the current proposed property solution;

 

3) Approve a short period tenancy, to manage any time required beyond the formal termination date within the existing lease at Unit D, Ropemaker Park;

 

4) Delegate authority to the Chief Operating Officer to take all actions necessary to give effect to the recommendations set out in the report.

 

REASONS

 

5.3       To ensure suitable accommodation for the Record Management Service (RMS) following the expiry of the current lease in September 2022.

 

5.4       The proposed asset is smaller, more suitable, affordable, and cost-effective to lease for the RMS. The proposed property solution will reduce the footprint required by the service and this aligns with the Council’s Asset Management Plan 2020-2025 and will also reduce the associated carbon emissions from the new facility underlined in the Council’s Climate Change Emergency Plan.

 

5.5       Should Alder Close not be ready for operational use at the end of the current lease for Ropemaker Park, it may be necessary to hold over on the current agreements for a few months while remedial works and move elements are finalised.

 

5.6       Entering a short period tenancy may become necessary to manage any time required beyond the formal termination date within the existing lease at Unit D, Ropemaker Park.


20/05/2022 - The East Sussex (A268 Hawkhurst Road, Flimwell)(Temporary Prohibition of Traffic) Order 2022 ref: 1672    Recommendations Approved

To allow BT Openreach to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

The Order commences 13 May 2022 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 13 & 16 May 2022 depending upon the weather conditions.
