The decision has been taken because there is
no option to reduce the level of mortuary service provided. Demand
on the Coroner Service is driven by the number of deaths reported
to the Coroner and the judicial decisions that the Coroner
makes.
Pembury Mortuary is used to provide a service for the coroner in
the north of the county and Pembury Mortuary, alongside Brighton
& Hove City Council’s Woodvale Mortuary (which serves
coroner deaths from the Lewes area), also provides additional
resilience when there are capacity issues at Conquest and
Eastbourne District General Hospital Mortuaries. These four
mortuaries are the closest in proximity in terms of the East Sussex
coronial area.

To consider the outcome of the public consultation on the proposed implementation of admin fees for adults who fully fund their care. This would apply to adults who have been financially assessed as having sufficient capital to be able to pay for their care themselves, under section 17 of the Care Act, and have requested that ESCC set up care on their behalf. The proposed fees would offset set-up costs and invoicing charges that the Council incurs when setting up this care. |

11.2 The Lead Member RESOLVED to:
1) Note the outcome of the consultation, Equality Impact Assessment and feedback from staff engagement; and
2) Approve the implementation of proposed new charges for adults who pay the full cost of non-residential care arranged on their behalf by East Sussex County Council.
REASONS
11.3 The proposed charges offer an opportunity for East Sussex County Council to recover costs incurred from setting up non-residential care on behalf of adults who pay the full cost of their care. If applied as proposed, it is projected that they could recover up to £100,000 annually.
11.4 The Council has considered wider feedback to implement changes, such as adapting future communications and incorporating an exemption step within the planned process.
11.5 This will support cost recovery. The power to charge has a statutory basis and is line with the practice of many other local authorities, including other upper-tier authorities in Sussex. The Equality Impact Assessment has concluded that introducing the charges will not disproportionately affect any resident on the basis of their protected characteristics.

The Combatting Drugs Strategy is the 10-year
Government Plan produced in December 2021. The strategy sets out
how the supply of drugs to criminal gangs and into communities will
be addressed, as well as supporting those faced with addiction
challenges to be able to live productive lives.
This will be underpinned by a national investment of over £3
billion over the next 3 years and will result in a reduction in
drug related crime, harm and deaths. This investment, now known as
the Drug and Alcohol Treatment and Recovery Improvement Grant
(DATRIG) will help increase the numbers of people in treatment
– including young people, reduce drug and alcohol related
deaths and reduce the harm caused by drugs and alcohol to
communities in East Sussex.
Projects commissioned through the DATRIG funding stream in 2024/25
have worked well and are contributing to the outcomes outlined
above.
There is some additional funding made available for financial year
2025/26, allowing further investment into interventions delivered
by Change Grow Live Services Limited.

Delegation to the Director of Communities,
Economy and Transport was made at the Cabinet meeting of 22 April
2025 to award the construction contract for the Exceat bridge
replacement scheme.
The appointment of a contractor for the construction stage of the
Exceat bridge replacement scheme is required to build the new
bridge.
Following the procurement process under the Hampshire Gen5
framework, which invited six suppliers to submit bids for the
construction of the new bridge, the Exceat Bridge Replacement
Project Team and Board have reviewed the bid evaluations and have
provided a recommendation to the Director of Communities, Economy,
and Transport to make the final contract award decision.
