26/05/2023 - Award of Contract for the provision of a modular building at Wadhurst CE Primary School to accommodate a new nursery provision ref: 1921    Recommendations Approved

The project was placed on the Forward Plan with the 28 day notice period. During this time a tender process for the works concluded. This process showed Etec Contractors to offer value for money to deliver the new nursery at Wadhurst CE Primary School and is in line with pre-tender cost estimates and programme delivery. This decision allows the Contract to be awarded for the project to proceed to delivery.

To provide a 60ft nursery provision on site at Wadhurst CE
Primary School. This will allow the current provision in the village
to move to the school site and the existing building to be made
surplus to requirements. Funding has been allocated in the
Capital Programme to provide a modular building to
accommodate the new facilities at Wadhurst School and
allowing education to be provided for pupils between the
ages of 2 to 11 years. A tender process has now been concluded and with the appointment of Etec Contractors with works due to start on 12th June 2023 for opening in September 2023.

25/05/2023 - Contract award for decarbonisation of heat works (Heating & Ventilation) at Rocks Park Primary School, Uckfield, TN22 2AY ref: 1920    Recommendations Approved

To appoint a contractor to carry out the Decarbonisation of Heat Works at Rocks Park Primary School, Uckfield, TN22 2AY. To enable delivery of a project to move from fossil fuel to low carbon heat pumps within the timescales required by the Public Sector Decarbonisation Scheme (PSDS) 3b grant. These mechanical, electrical and plumbing (MEP) works were placed on the forward plan as the pre-tender estimate (PTE) indicated there was a risk that the contract could exceed £500k.

Decision:

The contract was awarded to the best value bidder which was also in line with the pre-tender estimate (PTE). The decision is based on the consultant tender report findings. The tender award will enable the delivery of the project within the timescale dictated by the Public Sector Decarbonisation Scheme (PSDS) Phase 3 grant. The project will facilitate carbon reduction from the move from fossil fuel to low carbon heating and avoid replacement with a like for like fossil fuel system. Project delivery will support achievement of CEP and BSD Portfolio plan targets 2023-25.

2) Delegate authority to the Chief Operating Officer to determine the detailed terms of the new lease, to approve the final lease negotiations and the signing of the lease by the Council and take any other actions considered appropriate to give effect to the above decision.

 

REASONS

 

6.3       The increase in the land contained under the current lease needs to be legally documented and it is preferrable that this is documented under one lease. The alternative would have been to keep the existing lease in place and grant an additional lease on the additional space, which might cause confusion.

Planned public infrastructure street works to Eastbourne centre require storage facilities for materials prior to their installation. It is proposed to rent an area of secure open storage space at Brampton Road Eastbourne for an initial one year period at a rental of £65,000.  The decision to take a one year lease on the storage space at this rental is requested.

5.2       The Lead Member RESOLVED to:

 

1) Agree that East Sussex County Council take a new lease for approximately 12 months of land in Brampton Road Eastbourne, to be used as open storage space; and

 

2) Delegate authority to the Chief Operating Officer to determine the detailed terms of the lease, to approve the final lease negotiations and the signing of the lease by East Sussex County Council (ESCC). To take any other actions considered appropriate to give effect to the above decision to secure best value in accordance with the Local Government Act 1999.

 

REASONS

 

5.3       There is a need for storage of bulk materials to be used by Council contractors in Phase 2a of the Eastbourne Town Centre Improvement Scheme. The need for storage close to the works, will reduce transportation and time costs as much as possible. There is a lack of alternative suitable storage space in the surrounding area.

6.2       Mr Dan Page, a representative of the Lead Petitioner for the petition calling on the County Council to implement a one-way system and 20mph speed limit in Garfield Road, Hailsham spoke to highlight safety concerns regarding speed of traffic and parking along Garfield Road.

6.3       The Lead Member RESOLVED to advise petitioners that:

 

(1) A potential scheme to implement a one-way system and 20mph speed limit in Garfield Road has been assessed through the approved High Level Sift process and is not a priority for the County Council at the present time; and

 

(2) Petitioners may wish to consider taking a potential scheme forward through Community Match. A Feasibility Study at a cost of £500 would be required prior to a Community Match application.

 

REASONS

 

6.4       A scheme to implement a 20mph speed limit, one-way system and any supporting traffic calming features in Garfield Road is not presently a priority for funding from the County Council’s budget. However, appropriate improvements could be considered should an alternative source of funding become available, or if an application through Community Match was successful.

5.1       To avoid the potential for a perceived conflict of interest, the Lead Member for Resources and Climate Change considered a report by the Director of Communities, Economy and Transport on behalf of the Lead Member for Transport and Environment.

5.2       The Lead Member RESOLVED to:

 

(1) Agree that £30,000 of match funding is allocated towards the Blackboys Community Match speed limit reduction scheme for detailed design work in 2023/24 and construction in 2023/24; and

 

(2) Delegate authority to the Director of Communities, Economy & Transport to approve the 50% match funding contribution for the scheme in Table 1 up to a maximum contribution of £50,000 once the design and construction costs are known.

 

REASONS

 

5.3       The Community Match programme continues to provide the opportunity for town/parish councils, local resident groups and organisations to secure match funding to enable local priority schemes to be delivered which otherwise would not come forward using County Council funding alone through the capital programme of local transport improvements. From the £250,000 allocation for 2023/24, there is sufficient funding available to provide the community match funding requests to deliver the scheme at Blackboys for which an application has been submitted.

8.2       Mr Mark Etherington and Mr Jeremy Llewellyn-Jones, the Lead Petitioners for the petition calling on the County Council to implement 20mph and Heavy Goods Vehicle limits on Lower Park Road, Hastings spoke to highlight safety concerns, pollution, the increased number of HGVs in the area and the positioning of the speed monitoring equipment used as part of the speed survey collected for the report.

5.3       The Local Authority is committed to ensuring all children in East Sussex are able to receive an excellent standard of education. Regrettably, the Local Authority and the Diocese no longer believe that the education on offer at the school meets this standard.  Given the urgency of the situation in terms of the rapidly decreasing number of children, the challenge of securing appropriate leadership and teaching staff for the school and the concerns over the quality of education that children are receiving, the Local Authority and the Diocese believe that closure of the school at the earliest opportunity is in the best interests of the children and the school community.

East Sussex County Council (ESCC) has been working with district and borough council partners to develop a county-wide business support and skills programmes, funded from their UK Shared Prosperity Fund (UKSPF) allocations.  In addition, Lewes District Council has asked ESCC to manage and deliver a grants programme funded through the Newhaven Town Deal.

Lead Member is asked to agree the programme of activities for the UKSPF and the Newhaven Town Deal grants programme. Moreover, the Lead Member is asked to delegate authority to the Director of Communities Economy and Transport to enter into grant agreements or other legal agreement with district and borough council partners regarding the above.

(4) Delegate authority to the Director of Communities, Economy and Transport (CET) to enter into grant agreements or other arrangements with district and borough funding partners using UK Shared Prosperity Funds (including Rural England Prosperity Fund), Town Deal and other funding as identified by funding partners.

5.3       There has been significant work that has taken place with district and borough partners to put in place business support and skills programmes following the loss of EU funding, together with the development of a Grants Programme for the Newhaven Town Deal area.

 

5.4       Delegation of authority to the Director of Communities, Economy and Transport (CET) to enter into grant agreements or other arrangements with funding partners and commission delivery via grant or competitive tendering processes will ensure that East Sussex County Council (ESCC) can move to the next, vital stage of delivering much needed support to businesses and residents in East Sussex as part of work to drive sustainable economic growth in line with one of ESCC’s priority outcomes.
