27.2     The Lead Member RESOLVED to (1) declare the asset known as Eastbourne Grounds Service Depot, Willingdon Road, Eastbourne (the Site) surplus to the County Council’s requirements;

 

(2) approve the disposal of the Council’s leasehold interest in the Site; and

 

(3) delegate authority to the Chief Operating Officer to determine the detailed terms of the disposal and agree all documents and take any other actions necessary to achieve best value in accordance with the Local Government Act 1999.

 

Reasons

 

27.3     The asset was formerly used as a grounds maintenance depot, and forms part of a larger site owned by East Sussex College, Eastbourne.  The College has secured outline planning permission, and the Council supports the College’s approach to maximise the value of the Site which may take the form of a joint sale or a surrender of the lease to East Sussex College, Eastbourne.

35.3     The local authority wishes to extend the designation of the specialist facility at Wallands Community Primary School to ensure it can meet the needs of local pupils with Special Educational Needs, reflecting the changes being seen to the type of Special Educational Needs being presented. Feedback from the initial consultation was largely positive, with 11 out of 15 respondents being supportive

22/07/2021 - In-year admission arrangements 2021-22- permission to consult ref: 1511    For Determination

To approve to consult on the changes to in year admission arrangements for 2021-22 required by the School Admissions Code 2021 (currently before parliament). These changes will involve a new co-ordinated scheme for community and Voluntary Controlled schools, as well as tighter timescales for in year admissions to reflect the deadlines in the new Code.

33.1     The Lead Member considered a report by the Director of Children’s Services seeking permission to consult with schools on an in-year variation to admission arrangements, to vary in-year arrangements and introduce admissions co-ordination for 2021-22 as required by the Schools Admissions Code 2021.

 

33.2     RESOLVED – to

1) approve consultation with schools on amendments to in-year admission arrangements as set out in Appendix 1 of the report (this will require an In-Year Variation to be consulted on at the same time)

2) Approve consultation on the introduction of  a co-ordinated scheme of admissions for in-year applications as set out in Appendix 2 of the report.

34.2     RESOLVED – to approve that the academic year 2021/22 finishes one day early on, Thursday 21 July 2022.

 

Reason

 

34.3     The additional bank holiday on 3 June 2022,  to celebrate the Queens Platinum Jubilee falls within the East Sussex school term and holiday dates for 2021/22. The expectation is that arrangements will be put in place to ensure that the schools’ workforce benefit from the additional bank holiday if the date falls in the school holidays. The school term and holiday calendar for 2021/22 will be updated to reflect the decision. Schools, relevant services and other key stakeholders will be notified of the decision.

6.2       The Lead Member RESOLVED to recommend to the County Council to:

 

1)      reject the notice of motion to set an authority-wide default 20mph speed limit for urban and village roads;

 

2)     note the County Councils speed limit policy is in line with current central government guidance, including our approach to 20 mph speed limits;

 

3)     note that those urban and village roads that demonstrate a history of personal injury crashes will continue to be identified and appropriate road safety measures introduced,  which may include 20mph speed limits, if the scheme is of sufficient priority for funding from the County Council’s capital allocation for local transport schemes; and 
 

4)     note that, where appropriate, the Council will continue to support 20mph speed limit schemes funded externally or, where possible, through our community match programme. 

 

Reasons

 

6.3       The Council’s current speed limit policy is in line with central government guidance and 20mph speed limit schemes can be implemented under the existing policy where there is an assessed need and funding is available. This includes utilising funding from stakeholders and other sources, such as the community match funding and planning contributions.

7.2       The Lead Member RESOLVED to:

 

1)         Approve the development of an Enhanced Partnership for East Sussex and the giving of a notice of intent to prepare an Enhanced Partnership Plan and accompanying Enhanced Partnership Scheme, as required and set out in section 138F of the Transport Act 2000.

 

Reasons

 

7.3       The establishment of the Enhanced Partnership together with required additional funding from Government is an opportunity to make significant improvements to bus services in East Sussex.From 1 July 2021 COVID-19 Bus Services Support Grant (CBSSG) and any successor funding to it; funding to transform services as outlined in the Strategy; and Bus Service Operators Grant, will only be available to Local Transport Authorities who have committed to entering into Enhanced Partnerships or started the statutory process of franchising services, and to operators who co-operate with the process. There would therefore be a very significant impact of not complying with the requirements of the Government Bus Back Better Strategy, potentially leading to the collapse of the commercial East Sussex bus market and a call on unsustainable levels of Council funding to replace it.

11.1     The Lead Member considered a report by the Director of Communities, Economy and Transport, together with a petition which had been submitted to the County Council.

 

11.2     Mr Andy Spirou spoke on behalf of the petitioners, to request an extension to the road closure in Bolton Road to assist with al fresco dining.

 

11.3     Officers confirmed that, based on available budget and without having to revisit design work, a small amendment to the scheme by extending the closure approximately 10m to the south could be accommodated without the need for further consultation or impacts on funding.  Officers further confirmed that Eastbourne Borough Council had agreed to the designation of five disabled parking bays in Hyde Gardens, which would lead to a net gain of three such spaces. 

 

DECISIONS

11.4     The Lead Member RESOLVED to (1) approve the final detailed design for the Eastbourne Town Centre Improvement Scheme as set out in Appendix 2 and in paragraph 11.3;

 

(2) approve the construction of the scheme in accordance with the final detailed design;

 

(3) delegate authority to the Director of Communities, Economy and Transport, in consultation with the Lead Member, to make any necessary minor amendments to the scheme; and

 

(4) approve publication of the associated Traffic Regulation Orders.

 

Reasons

 

11.5     Phase 2a of the Eastbourne Town Centre Movement and Access Package focuses on the section of Terminus Road between Bankers Corner and Langney Road and builds on the earlier phase that was completed in January 2020.  The shaping of the final detailed design has been positively influenced in a number of ways through the ongoing engagement with Eastbourne town centre stakeholders, the outcomes of the access assessment undertaken on the scheme design and the Equalities Impact Assessment (EqIA).  This has resulted in changes to the palette and location of materials and street furniture being used within the scheme design to address any impact on groups with protected characteristics. 

 

11.6     In addition, alternative provision of on road blue badge parking in the town centre, as well as in surface car parks, has been sought to negate the loss in current blue badge spaces in Bolton Road and Langney Road area.  Officers will continue to investigate alternate provision.  The necessary Traffic Regulation Orders related to the Pedestrian Zone in Terminus Road as well as changes to traffic movements and parking restrictions required as part of the scheme will be advertised later in the summer.

5.2       The Lead Member RESOLVED to advise the petitioners that:

 

1)         During June 2020, East Sussex Highways undertook repairs east of the junction with Plumpton Lane. The work included a large patch repair to address the undulation in the road and a new road marking to highlight the edge of carriageway.

2)         The B2116/A275 junction has been identified as a Local Safety Scheme.  Works will be carried out, this financial year, to improve the existing signing on the approaches to the junction to encourage lower speeds and highlight the need for drivers to give way.

3)         The B2116 between the County boundary near Keymer and A275 junction near Offham is one of the routes identified for a Strategic Casualty Reduction study during 2021/2022.

 

Reasons

 

5.3       A number of actions, as detailed in the report, have been taken to address the petitioner’s concerns and improve the road safety of the B2116. In addition, the B2116 is an identified route for a Strategic Casualty Reduction study, and a range of safety improvements will be considered for implementation later this financial year following a detailed analysis of the available crash data.
