Decision:

24.1     The Leader and Lead Member considered a report by the Assistant Chief Executive, together with a revised recommendation, to include “and their terms and to enter into agreements accordingly” at the end of the delegation, and to extend the delegation to include the Chief Executive.

 

DECISIONS

 

24.2     The Leader and Lead Member RESOLVED to agree to delegate to the Chief Executive, Chief Operating Officer and Assistant Chief Executive authority:  “To agree, in consultation with the relevant Director as appropriate, individual compensation settlements and their terms, and to enter into agreements accordingly.”

 

Reasons

 

24.3     Agreeing a settlement can be a pragmatic way of resolving a dispute and through the use of the business case process the Council is always able to ensure that such an approach is only undertaken where this represents the best interests of the Council and provides value for money.

 

24.4     The delegation ensures that disputes can be resolved in a timely manner and in broader circumstances, without the need for employees to have recourse to ACAS or an Employment Tribunal claim. The broadened delegation to include the Chief Executive and Assistant Chief Executive ensures operational resilience, and consistency with other delegations such as the authority to settle claims.

04/12/2020 - The East Sussex (A2100 London Road, Battle)(Temporary Prohibition of Traffic) Order 2020 ref: 1257    Recommendations Approved

To allow Network Rail to carry out maintenance works on the level crossing, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Decision:

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A2100 London Road - A21 Johns Cross Road/Vinehall Road/Woodmans Green Road/Hastings Road/New Road/Whydown Hill/Kent Street/Ebdens Hill - A2100 Ebdens Hill/Maplehurst Road/The Ridge/The Ridge West/Battle Road/Hastings Road/Battle Hill/Lower Lake/Upper Lake/High Street/London Road & vice versa.

The Order commences 6 December 2020 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 07:00hrs to 18:00hrs on 6 December 2020 depending upon the weather conditions.

24/11/2020 - Getting Building Fund - updated Service Level Agreement with the South East Local Enterprise Partnership (SELEP) ref: 1251    Recommendations Approved

To approve East Sussex County Council (ESCC) entering into an updated Service Level Agreement with the South East Local Enterprise Partnership (SELEP Ltd) and Essex County Council as the accountable body to SELEP in order to deliver the government’s Getting Building Fund (GBF).

21.1     The Lead Member considered a report by the Director of Communities, Economy and Transport.

 

DECISIONS

 

21.2     The Lead Member RESOLVED to (1) approve East Sussex County Council entering into a new Service Level Agreement with the South East Local Enterprise Partnership Limited and Essex County Council as the Accountable Body to SELEP in order to deliver the Government’s Getting Building Fund in East Sussex, and

 

(2) delegate authority to the Director of Communities, Economy and Transport, in consultation with the Chief Finance Officer, to agree the terms of and enter into the GBF Service Level Agreement, and to take all other necessary actions as required to implement Recommendation 1.

 

Reasons

 

21.3     The Getting Building Fund (GBF) projects help support the aims and ambitions of the Team East Sussex-led East Sussex Economy Recovery Plan and the County Council’s core priorities.  The county will receive more than £11m of GBF funding, supporting projects to create new jobs, new workspace, assist new learners and unlock additional funding through pubic/private sector contributions to drive economic growth.

 

21.4     Before any funds can be defrayed to East Sussex projects, it is necessary to enter into a tripartite Service Level Agreement with SELEP Limited and Essex County Council as the Accountable Body.
