31/03/2026 - Dilapidations Settlement - St Mark's House, Eastbourne ref: 2760    Recommendations Approved

East Sussex County Council’s lease of St Mark’s, Eastbourne terminated in August 2024. A schedule of dilapidations was subsequently served by the Landlord. The Lead Member will consider the approach to negotiations, and the delegation of authority to the Chief Operating Officer for the final terms of settlement.

63.1     The Lead Member considered a report by the Chief Operating Officer together with exempt information in a later agenda item.

 

DECISIONS

 

63.2     The Lead Member RESOLVED to:

 

1) Agree that the Council seeks to settle the claim by mutual agreement in the first instance, as set out in paragraph 2.2 of the report; and

 

2) Delegate authority to the Chief Operating Officer, in consultation with the Chief Finance Officer, to take all actions necessary to give effect to the recommendations in the report, including, but not limited to, approving the amount of any settlement.

 

REASONS

 

63.3     The Council has taken appropriate professional advice with regard to the Landlord’s dilapidations claim in respect of St Mark’s House, Eastbourne.

 

63.4     The Council will seek to mutually agree the settlement of the claim with the Landlord in the first instance to limit the Council’s exposure to additional risk and cost.

 

63.5     Delegating authority to the Chief Operating Officer in consultation with the Chief Finance Officer to take all actions necessary to give effect to the recommendations in the report, including, but not limited to, approving the amount of the settlement, the estimate for which is detailed in an exempt report later on the agenda, will facilitate the timely completion of the settlement.

Any person wishing to question the validity of the Order or any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act of 1984, or on the grounds that any requirement of the Road Traffic Regulation Act or of any instrument made under it has not been complied with in relation to the Order, may within six weeks of 27 March 2026, apply to the High Court for this purpose.

27/03/2026 - The East Sussex (U7094 Old Willingdon Road / C40 Jevington Road, Friston)(Temporary Prohibition of Traffic) Order 2026 ref: 2757    Recommendations Approved

To allow SGN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Old Willingdon Road - from the junction with C40 Jevington Road to Friston Field.
Restriction is anticipated to be in place between 27 March & 27 April 2026.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible.

The Order commenced 19 January 2026 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 27 March & 27 April 2026 depending upon the weather conditions.

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Herbrand Walk / Sluice Road - from the junction with P6877 Coast Road to the junction with B2182 Cooden Sea Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U6106 Sluice Road, Sluice Lane - A27(T) Pevensey Haven roundabout - A259(T) Marsh Road, Barnhorn Road, Little Common roundabout - B2182 Cooden Sea Road and vice versa.

The Order commences 27 March 2026 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 27 March & 1 May 2026 depending upon the weather conditions.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic eastbound via A259 North Quay, Station Approach, Drove Road, B&Q roundabout; northbound via A259 North Quay, Station Approach - A26 New Road; westbound via A259 B&Q roundabout, Drove Road, Station Approach; and southbound via A26 New Road - A259 Drove Road, B&Q roundabout.

The Order commences 30 March 2026 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 30 March & 1 April 2026 depending upon the weather conditions.
