2) Delegate to the Director of Adult Social Care and Health and the Director of Children’s Services the authority to implement the scheme including detailed allocation decisions of the final allocation of the delivery partner element (confirmed to be £3,217,220.88).
REASONS
34.3 The announcement of an extension to the Fund provides an opportunity to support households with children, households with pensioners, households with a disabled person and other vulnerable households within East Sussex who are experiencing financial challenges and will be welcomed by partners.
34.4 The report sets out an overall approach to allocating the Fund in East Sussex which builds on the successful delivery of previous years and enables East Sussex County Council to ensure the Fund is administered effectively and efficiently in the forthcoming year from 1st April 2025.

33.2 The Lead Member RESOLVED to approve the East Sussex All Age Autism Action plan, prior to it being launched in Autism Acceptance Week in early April 2025.
REASONS
33.3 The approach taken to develop the plan recognises the importance and value of input from people with lived experience and wider public consultation to deliver a meaningful action plan which responds to local priorities.
33.4 The Lead Member for Education and Inclusion, Special Educational Needs and Disability will also consider this, since the action plan is for both children and adults. The approved East Sussex All Age Autism Action plan will be launched in Autism Acceptance Week in early April 2025.

Adult Social Care is proposing to implement admin fees for adults who fully fund their care. This would apply to adults who have been financially assessed as having sufficient capital to be able to pay for their care themselves, under section 17 of the Care Act, and have requested that ESCC broker this care on their behalf. The proposed fees would offset set-up costs and invoicing charges that the Council incurs when setting up this care, as per section 14 of the Care Act. Local Authorities have the power to “apply an administration to cover its costs” in this way under Section 8.15 of the Care and Support Statutory guidance (CASS). Charges of this type are used by many other Local Authorities. The proposal is one of a number that the department is exploring to help close the Council’s funding gap. The Lead member will be asked to decide whether this work can proceed to a public consultation.

East Sussex County Council’s Lead Member
for Transport and Environment approved proceeding Hastings Public
Realm and Green Connections to Detailed Design on 23 September
2024. This decision considers the procurement of consultants to
undertake Detailed Design for the project.

Detailed Design to Arup via the CCS Framework.
Arup worked on previous design work for this project, both in early
stage led and managed by Hastings Borough Council, and the
preliminary design and consultation in early 2024.
This project has £9.754m of funding from Hastings Town Deal
and £400k from the Local Growth Fund. This commission is
expected to be valued at circa £700k.
After a thorough options appraisal, a decision has been made to
continue the services of Arup who carried out Phase 1, as it gives
the Council greater opportunity to deliver the project within the
timescales set by the Government, as well as secure the gains made
in relationships with key stakeholders and delivery
partners.

71.2 It was RESOLVED to approve the County Council’s draft response on Transport for the South East’s formal consultation on their draft Transport Strategy 2025 as summarised in paragraphs 2.9 to 2.13 of the report and outlined in more detail at Appendix 3 of the report.
Reason
71.3 The delivery of the Transport for the South East’s refreshed transport strategy provides an opportunity to support and grow the economy, boost connectivity and speed up journeys whilst improving access to opportunities for all and protecting and enhancing our region’s unique environment. As it is finalised, it will also need to be cognisant of the fast-moving picture arising from the devolution and local government reorganisation proposals for East Sussex, the proposed combined Mayoral Authority for Sussex as well as other parts of its geography.
71.4 Transport for the South East has set out their overall approach to achieving their vision in their draft Transport Strategy which is out for consultation. Overall, the County Council is supportive of Transport for the South East’s draft revised strategy. The Transport Strategy if adopted by Transport for the South East and its constituent authorities, will support the delivery of the East Sussex Local Transport Plan 4 2024 – 2050 and have a significant benefit on people living and working across the County.

70.3 Since the publication of the report, one of the principal bus operators in East Sussex has indicated that Exceat Bridge is a higher priority for them than some of the proposals within the Bus Service Improvement Plan (BSIP). It is therefore possible to explore the opportunity to use some BSIP funding for the original Exceat Bridge replacement scheme, subject to further discussions and agreement from the Department for Transport.
