09/01/2025 - Local Government Devolution and Reorganisation ref: 2332    Recommendations Approved

To consider the Council’s response to the Government’s letter asking for a clear commitment to devolution and reorganisation by 10 January including whether to request the postponement of County Council elections.

41.1     The Cabinet considered a report by the Chief Executive.

41.2     It was RESOLVED to approve that the Leader writes to the Minister of State for Local Government and English Devolution:

1)   Confirming the Council’s clear commitment to devolution and local government reorganisation as part of the Devolution Priority Programme, based on a proposal for the devolution of powers to a new combined authority for the Sussex area covering the areas of the three upper tier authorities.

 

2)   Confirming the Council’s commitment to developing a proposal for unitary government in East Sussex.

 

3)   Inviting the Government to postpone elections in May 2025, for a year, to enable the proposals for Local Government Reorganisation to be developed and the early implementation of the proposed devolution arrangements.

Reasons

41.3     It is recommended that the Council responds to the Government’s invitation by expressing a commitment to work with partners to develop proposals for a mayoral strategic authority for the area of Sussex, and to seek to take advantage of the benefits of participating in the Devolution Priority Programme. It is also recommended that the letter to the Government includes a commitment to reorganisation, with a view to taking advantage of the benefits that offers, and to ensure that we are aligned, and consistent with, the other upper tier local authorities in the proposed strategic authority.

41.4     The development and delivery of the proposed devolution and reorganisation will require significant commitment and resource. It is therefore proposed that the Government be invited to postpone the County Council elections, scheduled for May 2025, for a year to help enable detailed proposals for a Strategic Authority and local government reorganisation to be developed, with a view to helping manage the demands of devolution alongside reorganisation.

10/01/2025 - The East Sussex (A269 London Road, Bexhill)(Temporary Prohibition of Traffic) Order 2025 ref: 2331    Recommendations Approved

To allow Southern Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A269 London Road - A2036 Wrestwood Road - A2691 Mount View Street - A2690 Combe Valley Way - A269 Combe Valley Way and vice versa.

The Order commences 15 January 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 15 & 16 January 2025 depending upon the weather conditions.

10/01/2025 - The East Sussex (A22 Uckfield Bypass, Uckfield)(Temporary Prohibition of Traffic) Order 2025 ref: 2330    Recommendations Approved

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A22 Uckfield Bypass, Eastbourne Road – B2192 Heathfield Road, Lewes Road – B2102 High Street, Framfield Road, Blackboys Road, The Street, Hammonds Green, Bird in Eye Hill, Framfield Road, New Town, High Street, Bell Lane, Bell Farm Road and vice versa.

The Order commences 10 January 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 20:00hrs to 06:00hrs on 10 & 11 January 2025 depending upon the weather conditions.

To allow UKPN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

The Order commences 13 January 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 13 January & 2 April 2025 depending upon the weather conditions.

The Order commences 6 January 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 20:00hrs to 06:00hrs on 6 & 7 January 2025 depending upon the weather conditions.
