Purpose:

Temporary change of use from Class E(f) day centre to mixed use Class E(f) & F1(d) Library. Peacehaven Youth Centre, Roderick Avenue, Peacehaven, BN10 8BL

 

Decisions:

14.1     The Committee considered a report by the Head of Planning & Environment.

 

14.2     The following members of the public spoke against the proposal and officer’s recommendation:

·         Mary Campbell, Friends of Peacehaven Library

·         David Carpenter, Friends of Peacehaven Library

·         Monty Kneath, Youth Cabinet

 

14.3     Natalie Anderson, Head of Customer, Library and Registration Services spoke in support of the proposal and officer’s recommendation.

 

14.4     Councillor Chris Collier, the Local Member, spoke against the proposal and officer’s recommendation. 

 

14.5     The Committee adjourned for the Chair to seek advice from officers.

 

14.6     A motion to amend Condition 1, to remove the reference to the Head of Planning and Environment’s power to authorise an extension to the change of use, was proposed and seconded.

 

14.7     Members have considered the report, comments of the public speakers and Local Member, together with the proposed amendment to Condition 1 and agree with the officer’s conclusion and reasons for recommendation set out in paragraph 7 of the report.

 

14.8     The Committee RESOLVED to grant planning permission, subject to the following conditions, including the amendment to Condition 1:

 

1.         The mixed use hereby permitted shall cease on or before 15 December 2025 and the building shall revert back to its previous use solely as a day centre.

           

Reason: To ensure the use of the day centre is retained in accordance with Core Policy 7 of the Lewes District Local Plan Part 1 Joint Core Strategy 2010-2030 (2016) and to enable continuation of library provision while the applicant assesses permanent library locations.

 

2.         The development hereby permitted shall be carried out in accordance with the plans listed in the Schedule of Approved Plans.

           

            Reason: For the avoidance of doubt and in the interests of proper planning.
