To deliver easy to use, responsive public
services to residents, the Council needs to provide easy to use,
modern and efficient digital technology tools to its staff. Surrey
has chosen to adopt a Microsoft-based software approach, in line
with many partnering authorities. The current 3 year agreements
come to an end in June/July 2019 so to continue using Microsoft it
is necessary to enter into new three year Microsoft Enterprise
Agreements for the supply of Microsoft licencing and associated
support services.
It was decided that this contract should be
awarded to Phoenix Software Ltd as a result of a mini competition
conducted via the Kent Software and Associated Services Framework
(Option 1) as they achieved the highest bid.
Option 2: Direct Award to Phoenix using Kent
Software and Associated Services Framework – Lot 1 –
Microsoft:
Direct award to our current provider Phoenix Software Limited using
the Kent framework. Benchmarking indicated that there could be
savings achieved through a competition of a possible
£200k.
Option 3: Health Trust Europe Framework
3 suppliers
This is unlikely to deliver any benefits over the KCC framework,
but does not include the incumbent provider.
