To refresh an ageing end user device estate
across Orbis partners and where possible to take advantage of
standardisation to simplify the deployment and support of those
devices. To provide Council staff with an end user device (desktop
or laptop) that is fit for purpose enabling the staff to work more
effectively and so improve the service provided to their service
customers.
The current device estate is primarily using Windows 7 as its
operating system and the Microsoft support for this expires in
January 2020, so it needs to be removed from the estate by that
date. Completing the device refresh by this date will achieve the
objective, as all new devices will be using Windows 2010.
It was decided that this contract should be
awarded to Dell Corporation Ltd via Direct Award (option 1) as they
were the most economically advantageous tender.
Option 2- CCS Framework Tech Products 2 (Lot
1) RM3733 Aggregation. This option was considered but with no real
differential from the Health trust Europe framework and the fact it
does not offer a direct award facility it was rejected.
Option 3 – Full OJEU. Analysis done and rationale:
Process efficiency will be optimised through the use of the
appropriate HTE / CCS framework agreement and full OJEU tender is
not considered to offer any commercial advantage to the
Council.
Option 4 – Ad Hoc purchasing. No economies of scale and
increase in resources required. Doesn’t lend itself to
continuity of service provision.
