Decision Maker: Assistant Director of Procurement

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

The aim of the Service is to improve wellbeing and reduce health inequalities through community centred and asset based approaches. The Service aims to do this through:
drawing upon and strengthening community capacity to take collective action on health and the social determinants of health through Asset Based Community Development (Primary Service), encouraging the growth, vibrancy and diversification of the voluntary, community and social enterprise sector through the award of grants to VCSE organisations for evidence based community-centred and asset based services (Secondary services), increasing levels of knowledge, skills and confidence ability of staff and volunteers in the VCS relating to asset based practice.

Decision:

It was decided that this contract should be awarded to SCDA as they submitted the most economically advantageous tender via the use of the Light Touch regime.

Alternative options considered:

Option 2: Extension of current arrangements
Not a viable option. The current arrangements consist of a grant agreements which have been extended and modified several times over the period 2014 – 2018, and all possible extensions have been used.
The services will now be provided under a service contract with a strategic partner.

Option 3: Do nothing
Current arrangements end 10.09.19. This option is not viable as statutory requirements would not be met in the long run.
