Purpose:

Decision to award the Youth Employability Service contract to the successful bidder following a competitive re-tendering process.

Decision:

The Youth Employability Service (YES) contract helps meet East Sussex County Council’s statutory duties to encourage, enable and assist young people to participate in education or training when they leave secondary school. The council’s existing YES contract with the current Provider is due to expire 30 September 2023. A competitive procurement process was undertaken in order to ensure a continuity of the service from that date. Bid submission were invited from 30 January 2023 with a deadline for the receipt of submissions of 3 March 2023.

A tender evaluation panel assessed the bid/s. The final evaluation scores for quality were unanimously agreed by the panel, these scores were then combined with finance integrity scores which had been assessed by finance officers, to give an overall total score.

The tender evaluation panel outcome was that the successful provider should be awarded the Contract, considering their total score and that their bid satisfied the quality and pricing requirements set by the contract.

Alternative options considered:

There was no option to extend the current YES contract further, therefore a competitive procurement process was launched on 30 January 2023. The deadline for the receipt of submissions was 3 March 2023.
