Purpose:

Transport for the South East (TfSE) tendered a call-off contract for consultancy support in 2023. To date, the contract has commissioned 32 individual work projects supporting the TfSE business plan. The ability to procure these projects directly though the awarded consultant framework has saved significant costs for TfSE and ESCC procurement and legal staff. The increase in value will allow TfSE to continue its effective use of the Call-off Contract which is crucial to the delivery of the TfSE work programme.

Decision:

Approval has been given to increase the contract value for the Transport for the South East technical call off contract, that will allow for the delivery of the technical programme. As per the Value of Services section of the contract, the allowed for modification approval increases the initial contract value by £2,000,000 to meet the total estimated value of £4,000,000 as the contract has reached the initial limit of £2,000,000 (£1,000,000 per calendar year) allocated to the initial term between 1 August 2023 to 31 July 2026.

Alternative options considered:

It was considered whether Transport for the South East (TfSE) return to the previous procurement system of separately procuring each piece of work individually. This scenario would increase pressure and costs for the East Sussex County Council Procurement and Legal teams as well as the TfSE team.
