The chosen option was for an open tender
(option 2); to go out to market seeking open solutions for
development. This meant that there was the possibility of a large
number of returns but it should allow for a wide range of services
and has the largest scope for innovation.
The purpose of this tender was to procure an agreement to supply
the services to design, build and support web sites initiated and
owned by East Sussex County Council.
Five bids were received, with Connect Internet Solutions’
being judged the most economically advantageous tender at the
tender evaluation stage.
It was decided that this single supplier
framework should be awarded to Connect Internet Solutions as they
achieved the highest score at the tender evaluation
stage.
Option 1: PQQ and then price only competition.
As the precise range of services that will require pre-qualifying
is not known, it is un-wise to exclude any options. A price for
this is also not available
.
Option 3: Do nothing. This is a costly option as individual
suppliers would need to be procured; potentially a different
supplier for each site. Would also lead to a lack of continuity
between sites.
Option 4: Open tender template based: Market provides template as a
platform for microsites; provides strong continuity but will limit
the ability to make sites bespoke, will likely to incur high costs
and require an upfront investment, which at present is not
available.
