Promoting competition through open tendering
was the chosen option. There were five bidders and of the five
RedRay LLP was awarded the tender as they received the highest
overall score. One bidder was excluded due to the value for the
initial year being over the total budget.
It was decided that the contract was awarded
to RedRay LLP
Option 1 : Existing Framework
Rejected due to specific knowledge requirement, existing frameworks
including the East Sussex County Council Professional and Technical
Services Framework and WSCC were explored, but not found suitable.
Surrey have been out to tender for a Highways Framework but will
only be awarding under Lot 1 for design services, which will not
fulfil our requirements.
Option 2: Waiver
Rejected as not in line with procurement standing orders, therefore
not accepted as a viable option.
