25.1     The Board considered a report on the outcomes of the Health and Wellbeing Board workshop held on 12 October and the recommended changes to the role and membership of the Board.

25.2     The Board proposed the following amendments or clarifications to the draft terms of reference:

  • Clarify whether county councillors will be appointed to the Board according to political proportionality, noting that the Membership of the Board is determined by the Leader of the Council and not according to political proportionality legislation..
  • That the Board’s terms of reference are flexible enough to ensure that they take account of the evolving governance arrangements of the Clinical Commissioning Groups (CCGs).
  • That oversight of the prevention agenda is included in the roles and functions of the Board.
  • The terms of reference should take account of any potential conflict of interest arising from NHS providers now being full members of the Board and the Board potentially taking on commissioning functions of the East Sussex Better Together Strategic Commissioning Board (ESBT SCB).
  • The Board’s priorities would need to take account of the potential that CCGs may have nationally mandated priorities placed on them.

 

25.3     It was RESOLVED to endorse the proposed changes to the Health and Wellbeing Board,  its operation and terms of reference as set out in paragraphs 2 and 4 of the report.

15.1     The Board considered a report on the progress of the plans for further review of the Health and Wellbeing Board following the Care Quality Commission (CQC) recommendations.

15.2     The Board was reminded that a workshop was due to take place on 12 October for Members to discuss the Health and Wellbeing Board’s future role, function and membership.

15.3     The Board RESOLVED to:

1) Note the report and the revised timetable; and

2) Agree to receive a further report on the proposed role, function and membership of the Health and Wellbeing Board in due course.

8.1       The Board considered a report providing an update on the progress of the Health and Wellbeing Board review.

8.2       In response to questions from the Board the following key points were made:

·         The CCG Governing Boards would wish to be involved in having an input into the proposed HWB governance structures.

·         The HWB footprint is based on the requirement of the Health and Social Care Act 2012 that health and wellbeing boards are co-terminal with, and established by, upper tier local authorities. This is different to the footprint of the Central Sussex and East Surrey Area (CSESA) South place-based plan that High Weald Lewes Havens Clinical Commissioning Group (HWLH CCG) is part of and through which it develops commissioning plans.

8.3       The Board RESOLVED to:

1. note the preliminary review work carried out to date;

2. agree to contribute to the review through a questionnaire and follow up workshop; and

3. agree to receive a further report on the proposed role, function and membership of the Health and Wellbeing Board at a future meeting.
