Report by the Assistant Chief Executive

13.1     The Committee considered a report by the Assistant Chief Executive on the  review of the Corporate Governance Framework for 2020/21.

13.2The Committee RESOLVED to:

1)   approve the action plan for 2021/22;

2)   note that actions identified to enhance governance arrangements are reflected in Business Plans and that implementation will be monitored throughout the year;

3)   confirm that Members are satisfied with the level of assurance provided to them through this report and the Council’s governance framework and processes;

4)   note that there were no comments from the Audit Committee regarding the report;

5)   confirm that there were no further significant governance issues that should be included in the Council’s Annual Governance Statement; and

6)   approve the Annual Governance Statement for signature by the Leader and the Chief Executive and publication within the Statement of Accounts.

Report by the Assistant Chief Executive

5.1       The Committee considered a report by the Assistant Chief Executive which presented the Council’s Annual Governance Statement, and the assessment of compliance with the Corporate Governance Framework, before they are presented to the Governance Committee. 

5.2       The Assistant Chief Executive set out the purpose of the Table at Appendix 1 of the draft Governance Committee report, which is to show which of the seven core principles of the CIPFA/SOLACE framework are engaged by each of the Council’s key policies and processes.  The details of how the principle is engaged and addressed is within each policy. 

5.3       The Assistant Chief Executive confirmed that Councillor Bennett had been appointed by the Governance Committee to sit on the Sea Change Sussex Board on behalf of the County Council.

5.4       The Committee RESOLVED to confirm that there were no changes to the Annual Governance Statement that they wished to recommend to the Governance Committee.
