20.1     The Committee considered a report by the Head of Planning and Environment.

 

20.2     Councillor Daniel, the Local Member and member of the Planning Committee, spoke in support of the recommendation. 

 

20.3     Members have considered the officer’s report and comments of the Local Member, and agree with the conclusion and reasons for recommendation set out in paragraph 7 of the report.

 

20.4     RESOLVED to grant Listed Building Consent, subject to the following conditions:

 

1.      The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

        

         Reason: To comply with Section 91 of the Town and Country Planning Act 1990.

 

2.      The development hereby permitted shall be carried out in accordance with the plans listed in the Schedule of Approved Plans.

        

         Reason: For the avoidance of doubt and in the interests of proper planning.

 

3.      Prior to materials being used, final details of the finish of the protection panels shall be submitted to and approved in writing by the County Council's Head of Planning and Environment. The works shall be carried out in accordance with the approved details. 

        

         Reason: To safeguard the historic fabric and architectural character and appearance of this listed building.

 

4.      The County Council's Head of Planning and Environment shall be notified of any additional works identified as being necessary during the course of solely implementing the development hereby approved. Any variation to the approved details shall be submitted for agreement in writing by the Head of Planning and Environment prior to the works being implemented. The works shall then be carried out in accordance with the approved details.

           

         Reason: To safeguard the historic fabric and architectural character and appearance of this listed building.

22.2     Councillor Daniel, a member of the Planning Committee, spoke in support of the recommendations in regard of the following Sites, for which he is the Local Member:       

·        Site 5, Falaise Road

·        Site 8, Milward Road

·        Site 9, Oliver Close

 

22.3     The Chair conveyed that the following Members supported the recommendations regarding the Sites for which they were the Local Member:

·        Councillor Scott – Site 11, The Slides

 

22.4     Members have considered the report and comments of the Local Members, and agree with the conclusion and reasons for recommendation set out in paragraph 3 of the report.

 

22.5     RESOLVED to (1) uphold the objections set out in Appendix 1;

 

(2) not uphold the objections set out in Appendix 2; and

 

(3) recommend to the Director of Communities, Economy and Transport that the Order be made in part.
