DECISIONS
34.2 RESOLVED to (1) note the publication of the Sussex Natural Capital Investment Strategy; and
(2) endorse the Sussex Natural Investment Strategy.
Reasons
34.3 The Sussex Natural Capital Investment Strategy provides an important part of the evidence base for the development of the Local Industrial Strategy and the Environment Strategy for East Sussex. It recognises the value of existing natural capital to people and the economy, as well as the need and the opportunity to be gained from driving more investment into natural capital. It will enable the Local Nature Partnership to move on to developing an investment plan. |

DECISIONS
35.2 RESOLVED to (1) Agree the programme of local transport improvements for 2020/21 set out in Appendix 1 and 2 to the report; and
(2) Agree the allocation of County Council capital funding, development contributions and Local Growth Fund monies towards specific improvements identified in the 2020/21 programme.
Reasons
35.3 Thedraftcapital programmeset outin Appendix1 of the report representsa balancedprogrammeof improvements which will help deliver not only the objectives of the CountyCouncil’s Local Transport Plan, but also contribute to achieving broader corporate objectives.
35.4 The draftcapital programmewas circulatedto allCouncillors in February 2020 for comments. The comments received from Councillors were considered at a cross-party Member Panel, consisting of Councillors Bowdler, Godfrey Daniel, Grover, and an Independent representative, held on 2 March 2020. The Panel reviewed the draft programme and supported the proposals without amendment. |

DECISIONS
36.2 RESOLVED (1) to note progress on the Waste and Minerals Local Plan Review;
(2) To agree the Waste and Minerals Local Plan: Draft Revised Policies, as set out in Appendix 1 of the report, for publication and consultation in accordance with Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012; and
(3) To authorise the Director of Communities, Economy and Transport, in consultation with the Lead Member for Transport and Environment, to agree to any minor amendments to the Waste and Minerals Local Plan: Draft Revised Policies, prior to publication and consultation.
Reasons
36.3 The Waste and Minerals Local Plan: Draft Revised Policies (RPD) is a Local Plan document. Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012 requires that Local Planning Authorities “invite ... representations to the local planning authority about what a local plan with that subject ought to contain.” The consultation(s) on the RPD will ensure that the RPD meets this requirement. If all partner Authorities agree, the draft Local Plan Review will be published for public consultation in spring 2020 for a period of at least eight weeks, in line with the Authorities’ various Statements of Community Involvement.
36.4 The RPD may, prior to consultation, be subject to minor amendments owing to possible requests by Brighton & Hove City Council and the South Downs National Park Authority, who are co-authors of the Plan, through their own approvals processes.

Review of the East Sussex Local Flood Risk Management Strategy's delivery plan PDF 209 KB Report by the Director of Communities, Economy and Transport Additional documents:

DECISIONS
37.2 RESOLVED to (1) Note the progress made on delivering the actions set out in the Local Flood Risk Management Strategy Delivery Plan 2017/18 (Appendix 1 of the report); and
(2) Endorse the proposed draft Delivery Plan for the period up until the end of March 2023 (Appendix 2 of the report).
Reasons
37.3 The adopted Local Flood Risk Management Strategy commits the County Council to regular reviews of the Delivery Plan. The Delivery Plan outlines strategic actions undertaken by the Risk Management Authorities in East Sussex and other key partners, to address local flooding issues.
37.4 As many of the actions set out in the Delivery Plan often have a long delivery timeframe, it is considered sensible that rather than covering a 12 month period, the Delivery Plan should cover a much longer period in order for reporting on progress to be meaningful.
