47.    The Panelconsidereda report bythe Clerk to the Panelregardinga proposal to establisha Police Complaints WorkingGroup to assist the Commissionerin the developmentof a response to the currentconsultation regardingPolice Complaints (copyappended to the signed versionof the minutes).

48.    The Panelagreed theestablishmentof theworkinggroup,the terms of reference in appendix A and the membership.Dave Simmons volunteered to attend the workinggroup asthe representative ofthe District and BoroughCouncilsin

West Sussex.Graham Hill would act as theIndependentMemberon the Working

Group andSandraPrail would act as his substitute as appropriate.

49.    Resolved- that the Panelagrees:

•    The establishmentof the Police ComplaintsWorkingGroup;

•    The terms of reference in the Appendix to the report; and

•    ThatDave Simmons joins the membershipof the Working Groupas the representative ofWest SussexDistrict andBoroughCouncils andGrahamHill as the Independentmember.
