14.2 Councillor Birgit Smith, a representative of Maresfield Parish Council, spoke on behalf of the petitioners.

14.3 The Lead Member RESOLVED to advise the petitioners that:
(1) The junction has not been identified as a priority for the Road Safety Team and did not meet the benchmark score for consideration of improvements and footway widening as part of the Capital Programme for Transport improvements;
(2) Potential improvements at the site could be considered by the Parish Council requesting a Feasibility Study and using the Community Match Initiative;
(3) The existing junction warning signs on the A22 have lost their reflectivity and will be replaced with new junction warning signs; and
(4) A bollard or parking restrictions at this location would not be appropriate or supported.
Reasons
14.4 The request does meet the criteria requirements to be investigated further as part of the County Council’s capital programme, which is targeted to those schemes which will be of greatest benefit to local communities. The installation of a bollard has been previously investigated, and not progressed as it may cause difficulties when manoeuvring into the shop’s parking spaces.

Reasons
15.3 The County Council recognises that a planning system that sees local communities work with developers to plan and deliver new homes and related infrastructure is to the benefit of all. However, it is also recognised that there will be occasions when communities wish to oppose proposed new developments for laudable and sound planning reasons – a right to do this needs to be maintained.

24.1 The Lead Member considered a report seeking agreement to consult with independent sector care providers and amend the Terms and Conditions for the Framework Contract following the outcome of the consultation.
24.2 The Lead Member RESOLVED to:
1. Agree to consult with independent sector care providers from October-December 2021 in respect of amendments to the terms and conditions for the Residential and Nursing Care Framework Contract Agreement as set out in paragraph 2.1-2.7; and
2. Delegate authority to the Director of Adult Social Care to amend the terms and conditions, following consultation with care providers, and take all necessary actions to give effect to their implementation by March 2022.
Reason
24.3 Clear, concise and current terms and conditions are a key element to a positive contractual relationship with the Councils’ independent sector providers of residential and nursing care; as well as ensuring the delivery of high quality, safe and effective personalised services.
24.4 The proposed amendments to the current terms and conditions are necessary to reflect recent changes in legislation and best practice as well as incorporating the collective lessons learnt throughout the Covid-19 pandemic.

26.3 The proposed changes to the new service model builds on accepted innovations and developments within the specialist sexual health service. This includes the increasing use of online service provision and changes to the way patients access services due to the impact of COVID-19 restrictions. The new service model will increase access for residents in all parts of the county with sufficient mitigation through outreach teams and working with other services to develop clear pathways and a simple service to cater for disadvantaged groups.

During the pandemic Learning Disability Day
Services changed the service model to manage the capacity of the
buildings without having to reduce the amount of day service
provision offered to people with a learning disability. Changes
were also made to ensure we did all we could to reduce the risk of
infection from Covid-19.
Some of these changes have had a positive impact on the way
services are delivered and the experience of people using the
services. This consultation is to make the following temporary
changes to the day services permanent:
- To provide the service across three sessions a day: AM, PM, and
Twilight rather than as whole days.
- To provide the service in ‘support bubbles’ of up to
15 people
- To provide sessions based in the community that are independent
of the building-based service.
These changes will improve the experience of people using the
service by providing a more personalised approach, broaden what is
available by increasing the length of the day and community
activities and equip the service to respond to any future
situations such as the current pandemic

Reason
25.3 Making the current changes to the service model for the Council’s Directly Provided Learning Disability Day Services permanent will improve the service offered to clients and parent carers by providing a broader range of options, hours of delivery and locations. Whilst the vast majority of clients, parent carers and staff are supportive of the service model which has effectively been in place for over a year, support will be provided to those who find this change challenging.

32.2 The Lead Member RESOLVED to (1) recommend to Full Council that the Notice of Motion be supported; and
(2) provide the national and local context on climate emergency and environmental protection work already undertaken by the County Council, .
Reasons
32.3 The urgency of addressing climate change is undisputed. Climate change impacts are linked to and likely to worsen existing inequalities, particularly related to gender and income. The UK government has set a legally binding target under the Climate Change Act to reach net zero emissions by 2050.
32.4 The County Council first produced an Environmental Strategy in 2011 and has convened an Environment Board. The County Council recognises the urgency of addressing climate change and biodiversity loss, as reflected in its climate emergency action plan and its lead role in the Sussex Local Nature Partnership.
32.5 The Lead Member commented that the Bill, although lacking operational weight, accords with the spirit of the Council’s aspirations to protect biodiversity and achieve carbon neutrality through its activities as soon as possible and in any event by 2050.
