East Sussex County Council (‘the
Council’) has a requirement to increase the number of school
places at certain schools throughout East Sussex. The demand for
school places in East Sussex is driven by housing growth, inward
migration and increases in births. Due to a shortage of primary
school places in the Polegate area of East Sussex, delivery of the
1FE expansion is needed in 2018 to reduce the requirement for
temporary classrooms. The expansion will increase the number of
places and opportunities for children’s learning within the
community.

The Bexhill to Hastings Link Road links the
outskirts of Hastings and Bexhill and was completed and opened to
the public in 2015.
The principal contractor for the construction, Hochtief Taylor
Woodrow Joint Venture (HTWJV) tendered for the Maintenance
commitments for the first five years post the road opening, to then
handover to East Sussex County Council (ESCC) for the remaining
two. Due to unforeseen circumstances HTWJV are no longer going to
be fulfilling the aftercare requirement and therefore ESCC must
procure a contractor to meet these obligations for the remaining
five years.
This project received twenty expressions of interest and two
responses.

It was decided that this tender should be
awarded to Barcombe Landscapes Ltd. using an open tender process
(Option 1) as they received the highest score on price during the
tender evaluation.

The non-domestic water supply industry in
England was deregulated on 1st April 2017.
In the months preceding de-regulation, a decision was taken by East
Sussex County Council (ESCC), Surrey County Council (SCC) and
Brighton and Hove City Council (BHCC) to remain with their
respective current suppliers for a period of time whilst the new
market established itself.
It is considered that the market has now settled enough for the
Councils to establish a new contractual arrangement for the
services.
This tender received 8 expressions of interest and 5 responses but
the decision to award to Castle Water was ultimately based on
lowest cost for delivering the overall best value for the required
services.

13.1 The Lead Member for Adult Social Care and Health considered a report on the progress of the 2018/19 Adult Social Care and Health savings agreed by Cabinet on 26 June 2018. All of the savings proposals have been progressed since the decisions made at Cabinet and are projected to be delivered as per the original proposals.
13.2 A further update on the progress of these savings will be delivered in spring 2019, and will provide key performance indicators on the impact of the savings plans on clients and carers.
13.3 It was noted that as part of its overall consideration of the Reconciling Policy Performance and Resources (RPPR) process, that the People Scrutiny Committee would be debating the savings plans at its meeting on 27 November 2018.
13.4 RESOLVED: to note the progress of the 2018/19 savings plans for the Adult Social Care and Health budget.
Reasons.
13.5 It was agreed at Cabinet on 26 June 2018 that an update on the savings plans would be brought to the Lead Member for Adult Social Care and Health on a six monthly basis. This provides an opportunity to consider progress made on the relevant savings plans. The next report will be considered in spring 2019.
