To allow East Sussex Highways to undertake routine maintenance works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the Cuilfail Tunnel to all through traffic overnight as follows:-

From 20:00hrs 10 June 2022 to 06:00 hrs 11 June 2022
From 20:00hrs 9 September 2022 to 06:00hrs 10 September 2022
From 20:00hrs 9 December 2022 to 06:00hrs 10 December 2022
From 20:00hrs 10 March 2023 to 06:00hrs 11 March 2023

Temporary Layby Closure
To facilitate these works it will also be necessary to close the layby, south of the Cuilfail Tunnel as follows;
A26 Southerham Road - from a point 88 metres south of the Cuilfail Tunnel, southwards for a distance of 75 metres. This will be in place from 09:00hrs on the Thursday before the closure until 17:00hrs on the Monday after the closure.
A diversion route for through traffic will be signed and maintained for the duration of the works northbound via A27 Southerham roundabout - A27 Lewes bypass to Ashcombe roundabout - A275 Brighton Road - A277 Lewes High Street - A2029 Market Street – A2029 North Street - A2029 Little East Street - A26 Phoenix Causeway

10/06/2022 - The East Sussex (A259 Drove Road, Newhaven)(Temporary Prohibition of Traffic) Order 2022 ref: 1686    Recommendations Approved

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic westbound via A259 New Road – A259 Flyover slip on eastbound – The Drove – B&Q roundabout – The Drove - South Way - Lewes Road - North Way – The Drove – North Quay & eastbound via A259 Station Approach - A259 The Drove – South Way – Lewes Road – North Way – The Drove – Flyover slip off to A259 New Road.

The Order commences 13 June 2022 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 20:00hrs on 13 June to 05:00hrs on 14 June 2022 depending upon the weather conditions.

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following lengths of road;

25/05/2022 - Camber Road, Camber - Experimental Traffic Order ref: 1681    Recommendations Approved

To seek approval to advertise an Experimental Traffic Regulation Order to introduce No Waiting At Anytime parking restrictions on Camber Road, Camber. To assist with traffic flow and access to the village by deterring parking on verges.

5.1       The Lead Member considered a report by the Director of Communities, Economy and Transport together with written comments by Councillor Keith Glazier as the Local Member submitted prior to the meeting.

 

5.2       Officers confirmed that any final decision on the experiment, could only be either: to make the Order permanent in like terms to the experiment without modification or to revoke it.

 

DECESIONS

 

5.3       The Lead Member RESOLVED to: authorise the making of an Experimental Traffic Regulation Order (ETRO) to allow a No Waiting At Anytime parking restriction to be introduced on Camber Road.

 

REASONS

 

5.4       A No Waiting At Anytime restriction along the Camber Road may discourage vehicles from parking in areas that restrict the width of the carriageway, hindering traffic flow and stopping vehicles from manoeuvring out of the way of oncoming emergency service vehicles attending incidents.

 

5.5       Introducing the restriction under an ETRO will enable the necessary parking restrictions to be monitored and reviewed before a decision is made as to whether they should be made permanent or revoked.

25/05/2022 - Petition to reduce the speed limit on the A22 from Cackle Street to Lampool roundabout ref: 1682    Recommendations Approved

To determine the response to the petition to reduce the speed limit to 40mph on the A22 between Cackle Street and Lampool roundabout

6.1       The Lead Member considered a report by the Director of Communities, Economy and Transport.

 

6.2       Mr Jon Harris, the Lead Petitioner for the petition calling on the County Council to reduce the speed limit on the A22 from Cackle Street to Lampool Roundabout, spoke to highlight safety concerns relating to speed of vehicles, pedestrians and horse riders.

 

DECISIONS

 

6.3       The Lead Member RESOLVED to:

(1) Advise the petitioners that a lower speed limit on the A22 from Cackle Street to Lampool Roundabout is not a priority for the County Council at the present time; and

 

(2) Temporary posters, that include a road safety message to advise drivers of the risk of encountering deer in the road, will be put up during the deer calving and rutting seasons.

 

REASONS

 

6.4       The resources that the Council have available for road safety are limited and priority must be given to locations with a history of personal injury crashes.

 

6.5       The crash record on the A22 between Cackle Street and Lampool Roundabout does not identify any area as a current road safety priority for the County Council.

 

6.6       Previous assessments of the rural A and B class road network in the county, including the most recent Speed Management Programme, have also not identified the A22 between Cackle Street and Lampool Roundabout as being a priority for further investigation. 

 

6.7       The causation factors and Police descriptions of the personal injury crashes for the latest available three-year period (01/03/2019 and 28/02/2022) indicate that deer contributed towards two of the personal injury crashes on this part of the A22.

The Order commences 30 May 2022 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 30 May & 11 July 2022 depending upon the weather conditions.
