Chairman's business Additional documents: Minutes: CHAIRMAN’S ACTIVITIES 21.1 The Chairman reported that he had attended a number of engagements since the last meeting including: the annual council meetings in Hastings and Lewes, the Air Training Corps Service of Thanksgiving to mark the 100th anniversary of the formation of the Royal Air Force, the High Sheriff’s summer reception, the Family Support Work launch, the Chairman of West Sussex County Council’s summer reception, the formal opening of the refurbished Hastings Library and the Civic Service for the Mayor of Seaford. He also attended the British Empire Medal Investiture Ceremony. The Chairman reported that he had hosted a summer reception. The Vice Chairman had also attended a number of events including the Sussex Armed Forces Briefing and the opening of the Eastbourne combined emergency services display.
PRAYERS 21.2 The Chairman thanked the Reverend Peter Clark, Padre to the 249 (Hailsham) Squadron RAF Air Cadets for leading the prayers before the meeting.

Additional documents: Minutes: 24.1 Jane Humberstone (representative of the petitioners) addressed the County Council prior to the debate. The Council agreed to vary procedure to enable all councillors who wished to speak to do so. 24.2 The following motion was moved by Councillor Standley and seconded: The Council notes the petition and welcomes the steps taken by the Council to explore a realistic, sustainable future strategy for the East Sussex Music Instrumental Service in line with the Lead Member decision on 30 April 2018. 24.3 The following amendment was moved by Councillor Shuttleworth and seconded:

24.5 With the agreement of the Council, Councillor Shuttleworth amended the wording of his amendment to read:
The County Council requests that the Cabinet withdraw the proposed cuts to the East Sussex Music Service, in recognition of the enormous public support, and undertake serious discussions with music managers and other potential partners to find a way to continue the Service including looking at all alternative plans but ensuring that the current fee remissions will apply .
25.6 With the consent of the seconder,, Councillor O’Keeffe withdrew her amendment.

Minutes: 27.1 Councillor Bennett moved the reserved paragraph (Notice of Motion: Air quality and reducing pollution from diesel vehicles) in the report of the Lead Member for Transport and Environment. 27.2 The following amendment was moved by Councillor Philip Daniel and seconded was LOST: 1) notes the Government’s actions to:
1.
Develop and deliver a strategy and action plan to phase out the use
of diesel by (delete) [ 2. Ensure that air pollution standards for new diesel vehicles are adhered to, 3. Ensure local authorities have the powers and resources necessary to reduce pollution from diesel vehicles, including the power to ban diesel vehicles and new powers to control emissions from buses; and (2) As there is no known safe limit for some pollutants, the Council will - working with others as necessary, including the Health & Wellbeing Board and the public, particularly those most affected by air pollution - continue to take action to further reduce pollution levels to at least recommended World Health Organisation levels, particularly in locations where there is a concentration of vulnerable people (e.g. around schools). 27.3 The following motion was moved by Councillor Bennett and CARRIED: 1) notes the Government’s actions to: 1. Ensure that air pollution standards for new diesel vehicles are adhered to, 3.
