preferred bidder, Externiture Limited, selected via a thorough
procurement exercise.
The Award Criteria was made up of Quality (including Social Value)
and Price. The Quality submissions were independently evaluated by
a panel consisting of service users across the Council. The Price
was evaluated separately by Procurement.
