To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will continue the temporary weight restriction of 7.5T with an exemption for public transport buses up to 12.5T on the following length of road;

07/02/2024 - Agreement to extend the Adult Drug and Alcohol Treatment Service contract ref: 2095    For Determination

The current contract to deliver Community Drug and Alcohol Treatment Service ends in March 2024. This request is to invoke the allowed for extension. This means the contract will finish in March 2026.

Decision:

40.1     The Lead Member considered a report by the Director of Adult Social Care and Health regarding the extension of the existing contract for adult Drug and Alcohol Recovery Services by the permitted 24 months.

 

DECISIONS

 

40.2 The Lead Member RESOLVED to approve the extension of the current Drug and Alcohol Recovery Services Contract by the permitted 24 months.

 

REASONS

 

40.3     Invoking the contract extension would maintain consistency of service delivery, resulting in a better service for residents.

 

40.4     The Service Provider would be contractually required to adhere to all the key principles of the Service which include tailoring the Services to the individual, the Service being flexible in duration and intensity of support and intervention as required and modifying Service delivery to meet emerging need, if required.

 

40.5     A full recommissioning process would then begin in April 2025, to allow a new contract to commence on 1 April 2026. As part of this recommissioning process, a thorough assessment of all potential service providers capable of delivering community drug and alcohol treatment services in East Sussex will take place via market engagement events between January and April 2025.

06/02/2024 - Education Services Approved List ref: 2093    Recommendations Approved

The current Education Division (the ‘Division’) Dynamic Purchasing System (DPS) (previously known as the Standards and Learning Effectiveness Service (SLES) DPS) ends on 30 September 2024. The DPS enables the procurement of services from external providers to support the Divisions’ objective of driving improvements in East Sussex schools, academies, colleges, and other educational settings.
The Division is seeking to set up an Education Services Approved List of Suppliers (‘ESAL’) from April 2024 to replace the DPS. The proposed new ESAL will offer a more streamlined, adaptable, consistent and compliant means for the Education Division to procure the required services.
The ESAL would start earlier than the current DPS ends to allow time for providers to apply and be accepted onto the Approved List. This will ensure call-off contracts can continue to be made whilst the new Approved List is being established and will ensure there is no break in service delivery and services start at an appropriate time.

Following the relevant consultation, the Lead Member will need to determine the admission arrangements at the meeting in February 2024 in line with the requirements of the School Admissions Code.

43.1     The Lead Member considered a report by the Director of Children’s Services to determine the admission arrangements for Community and Voluntary controlled schools in East Sussex for 2025-26 and to agree the co-ordinated schemes for admission for the same year as required by the School Admissions Code 2021.

 

DECISIONS

 

43.2     The Lead Member RESOLVED to:

 

1) agree the admission arrangements for 2025-26 as set out in appendix 1 of the report (unchanged from 2024-25).

 

2) agree the Published Admission Numbers (PAN) for the same year, as set out in appendix 2 of the report, including the revised PANs for Chailey School and Mayfield CE Primary School; and

 

3) agree the co-ordinated schemes of admission as set out in appendices 3, 4 and 5 of the report.

 

REASONS

 

43.3     The School Admissions Code 2021 states that admission authorities must determine their admission arrangements annually.

 

43.4     The determined admission arrangements for Community and Voluntary Controlled schools in 2025-26 will be published on the Council’s website by 15 March 2024 as required under current legislation. Any objection to these arrangements can be made to the Office of the Schools Adjudicator until 15 May 2024. The final arrangements will be published in the composite prospectus online (and available in hard copy on demand) by 12 September 2024 as required by the Code.
