East Sussex County Council (‘the
Council’) has a requirement to increase the number of school
places at certain schools throughout East Sussex. The demand for
school places in East Sussex is driven by housing growth, inward
migration and increases in births. Due to a shortage of primary
school places in the Polegate area of East Sussex, delivery of the
1FE expansion is needed in 2018 to reduce the requirement for
temporary classrooms. The expansion will increase the number of
places and opportunities for children’s learning within the
community.

The Bexhill to Hastings Link Road links the
outskirts of Hastings and Bexhill and was completed and opened to
the public in 2015.
The principal contractor for the construction, Hochtief Taylor
Woodrow Joint Venture (HTWJV) tendered for the Maintenance
commitments for the first five years post the road opening, to then
handover to East Sussex County Council (ESCC) for the remaining
two. Due to unforeseen circumstances HTWJV are no longer going to
be fulfilling the aftercare requirement and therefore ESCC must
procure a contractor to meet these obligations for the remaining
five years.
This project received twenty expressions of interest and two
responses.

It was decided that this tender should be
awarded to Barcombe Landscapes Ltd. using an open tender process
(Option 1) as they received the highest score on price during the
tender evaluation.

The non-domestic water supply industry in
England was deregulated on 1st April 2017.
In the months preceding de-regulation, a decision was taken by East
Sussex County Council (ESCC), Surrey County Council (SCC) and
Brighton and Hove City Council (BHCC) to remain with their
respective current suppliers for a period of time whilst the new
market established itself.
It is considered that the market has now settled enough for the
Councils to establish a new contractual arrangement for the
services.
This tender received 8 expressions of interest and 5 responses but
the decision to award to Castle Water was ultimately based on
lowest cost for delivering the overall best value for the required
services.

(2) Approve the proposed new Highway Skid Resistance policy summarised in Appendix B and detailed in Appendix D; and
(3) Approve the proposed amendments to the policies and Highway Asset Management Strategy summarised in Appendix B and detailed in Appendix E.
Reasons
29.3 Many of the maintenance tasks carried out the East Sussex County Council’s highways department are statutory duties or powers required by legislation. The Council’s highways policies set out the Council’s approach where local discretion is permitted in how duties or powers are applied, on in areas for which there is no legislation.
29.4 The highways maintenance policies have been reviewed to ensure that they support:
• current legislation, guidance and best practice;
• the County Council’s corporate priorities and local transport policy; and
• Highways Infrastructure Services Contract needs.

30.1 The Lead Member considered a report by the Director of Communities, Economy and Transport.
DECISIONS
30.2 The Lead Member RESOLVED to: (1) Note the review to the Community Highways initiative set out in the report;
(2) Agree that £37,500 of match funding should be allocated to three community led transport improvement schemes set out in paragraph 2.3; and
(3) Approve the Volunteering Guidance Document.
Reasons
30.3 Community Highways is seen as a positive initiative which provides an option for Parishes to purchase additional items, deliver schemes that are important to them locally and explore different options of meeting the needs of the local community.
30.4 Following the relaunch in May 2016 a number of changes were made to improve and update the Community Highways offering, particularly in relation to the delivery of the Community Match initiative with the introduction of a feasibility study to assist Parishes and Communities in identifying possible solutions and determining cost estimates. A review has been undertaken of Community Match to assess the progress over the previous two years, evaluate the feedback and any lessons learnt to improve the offering.
30.5 Although there have been many feasibility studies undertaken, there have only been three applications to take schemes forward through Community Match. As there is sufficient funding available to deliver all the applications, the Cross Party Member Panel agreed that the schemes should be recommended to be taken forward.

To allow East Sussex Highways to carry out
traffic calming works and carriageway resurfacing works, East
Sussex County Council have made an Order under Sections 14(1) and
15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which
will temporarily close the following lengths of road in
phases;
