Decision to award the Youth Employability Service contract to the successful bidder following a competitive re-tendering process.

Decision:

The Youth Employability Service (YES) contract helps meet East Sussex County Council’s statutory duties to encourage, enable and assist young people to participate in education or training when they leave secondary school. The council’s existing YES contract with the current Provider is due to expire 30 September 2023. A competitive procurement process was undertaken in order to ensure a continuity of the service from that date. Bid submission were invited from 30 January 2023 with a deadline for the receipt of submissions of 3 March 2023.

A tender evaluation panel assessed the bid/s. The final evaluation scores for quality were unanimously agreed by the panel, these scores were then combined with finance integrity scores which had been assessed by finance officers, to give an overall total score.

The tender evaluation panel outcome was that the successful provider should be awarded the Contract, considering their total score and that their bid satisfied the quality and pricing requirements set by the contract.

07/02/2023 - The East Sussex (A295 North Street / George Street / South Road / C411 Station Road / B2104 Western Road, Hailsham)(Temporary Prohibition of Traffic) Order 2023 ref: 1886    Recommendations Approved

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following lengths of road in phases;

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible.

The Order commences 11 April 2023 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken in phases from 19:00hrs to 06:00hrs between 11 & 20 April 2023 depending upon the weather conditions.

07/04/2023 - The East Sussex (A28 Well House Hill / Northiam Road, Horns Cross) (Temporary 30 mph Speed Limit) Order 2023 ref: 1884    Recommendations Approved

To maintain safety of the workforce and other road users whilst South East Water carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily restrict all traffic using the following lengths of road to a speed not exceeding 30 mph:-

31/03/2023 - Telephony Services procurement ref: 1881    Recommendations Approved

Approval to proceed with a joint procurement with Brighton and Hove City Council, and Surrey County Council for: a Call Plan (the main telephone service), a replacement Contact Centre telephony solution (including licences), implementation services (specialist knowledge and expertise) and Microsoft Teams telephony licences (enabling the dial pad and unified comms experience to be added to the existing Teams interface). 80.1     The Lead Member considered a report by the Chief Operating Officer together with exempt information contained in a later agenda item.

 

DECISIONS

 

80.2     The Lead Member RESOLVED to:

 

1) Note the strategic review and consultation activity which has led to identifying a Microsoft Teams based telephony as the preferred solution.

 

2) Note the shared outcomes that this change has with other programmes of work including the opportunity to enhance digital skills, reduce carbon impact and aid building rationalisation.

 

3) Approve the initiation of procurement activity and delegation of the subsequent contract award to the Chief Operating Officer.

 

REASONS

 

80.3     There are a multitude of drivers including contract end dates, ageing hardware and change of working patterns that have resulted in the need for the Council to review options for a replacement telephony service.

The Local Authority would like to establish a specialist facility for up to eight pupils at Meridian Community Primary School, Peacehaven from 1 September 2023 to address this need.
